EARLY YEARS:



The Panel presented its report to the States on 29th April 2008.  It may be read by clicking here.  Following its presentation, the Jersey Child Care Trust is currently undertaking consultation on Fair Nursery Care.  Submissions should be directed to the Child Care Trust and not to the Panel.  Further information may be found by clicking here.




 


TERMS OF REFERENCE:



1. To consider what is required for the effective delivery of early years education and care, with particular regard to the needs of the following: a. The children b. The parents c. The providers of care and education


 


2. To consider the stated aims of the Minister for Education, Sport and Culture in providing all 3 to 4 year olds with 20 hours of early years education for 38 weeks a year, with particular reference to the following: a. Cost and resource implications b. Equity of access c. Potential impact of partnerships between the public and private sectors d. Expectations and requirements of parents who wish to work


 


3. To consider how the Department of Education, Sport and Culture’s work on the provision of education and childcare for 3 to 4 year olds will fit within an overall, integrated strategy for 0 to 4 year olds


 


4. To examine any further issues relating to the topic that may arise in the course of the Scrutiny Review and which the Panel considers relevant
