Draft Work Programme 2010

The Panel has identified the following issues for consideration

Matters of public interest:

• Marine Environment: monitoring and regulation (proposed review)
• Energy efficiency in States departments (deferred review)
• Carbon content of imported electricity (subject to independent study)

Existing and proposed policy of the Executive: The Panel has identified for consideration the following policies under development by the departments within its remit. Once detailed proposals have been brought forward by the Ministers the Panel will consider the scope and objectives of specific reviews it may undertake

Transport and Technical Services

• Liquid Waste Strategy
• Sustainable Transport Policy (STP)

Planning and Environment

• Energy policy, including energy efficiency in States buildings and establishment of an independent energy advice service
• Heritage Protection Regime (public consultation until March 2010)
• Draft Island Plan (public consultation until March 2010)
• Air Quality Strategy (draft strategy not expected until the end of the year)

Annual Business Plan:

The Panel will consider the implications of the Comprehensive Spending Review for the departments within its remit

Draft legislation

The Panel has called for briefings on the following pieces of draft legislation in order to consider whether to review the legislation or not

• Building Bye Laws - proposed energy efficiency standards
• Co-ordination of street works - update of Highways Authority legislation
